In the rapid economic development of countries and transition period of industrial structure, the needs of both the theory and practice of innovative technical staff strongly.From the 20 th century, many countries began to try to establish a vocational higher education institutions to fill the talent gap for social development, while meeting domestic demand for higher education enrollment of young people and promoting the popularization of higher education.Since the needs of social development, Chinese government proposed higher education reform of "Building University of Applied Sciences" in 2013, while the development of European University of Applied Sciences more mature. Germany as the second European country to establish this type of institution had formed a distinguished university characteristics in the past 40 years, and its Universities of Applied Sciences has become a model around the world. Finland founded the University of Applied Sciences to learn from other European countries' experiences, then established the dual higher education system with the characteristics of Finland successfully. The former has the longer time and more maturity in the University of Applied Sciences development than the later one, but both of them had achieved successes in developing a dual higher education system. The study of two countries' Educational mechanism of University of Applied Sciences could provide an example for the construction of our University of Applied Sciences.This paper consists of four parts. The first and second part describe the University of Applied Sciences in Germany and Finland respectively from the founding background, laws and regulations, organization and management, teaching method and effectiveness. The excellent school practices as the case to explain the regulations. On this basis, I summarized the University of Applied Sciences' characteristics of two countries respectively. I established a comparative framework in the third part, then extracted and summarized the dissimilarities and common experiences of two countries' educational mechanism. In the fourth part, I analyzed the problems of our Universities of Applied Sciences establishment, made suggestions to China with two country's experiences finally. In this study, a large number of access to information in English about German and Finland's University of Applied Sciences construction. Literatureresearch, comparative study, factor analysis and case analysis be used to make the study clearly. I hope that the experiences of University of Applied Sciences in Germany and Finland are salutary lesson for us.
