Supported by information technology, and strive to build a flexible and open lifelong education system, actively promote the city construction and sharing of learning resources, create a society in which everyone wants to learn, and can learn everywhere and everytime, promote all the people to learn and pursue lifelong education, and promote the tolerance, prosperity, and sustainable development of the city, this is mentioned in the file about construction of learning-oriented city,which was promulgated by the ministry of education in 2014. At the time of all over the world has recognized the importance of lifelong learning, and lifelong education, it had to say the coming up of MOOC is a necessity. Humans have the desire of learning, since ancient times the emergence of various new technology is not only the result of individual learning, and aslo used to support people learning. MOOC as a new mode of online learning, had a great influence on the field of education,.From higher education to primary and secondary schools and adult education, we can find footprints of MOOC. Due to the limitation of objective environment such as social politics, economy, culture and so on, the developing problems of community education and adult education in our country still exist. Relying on MOOC to develop the community adult education, the research topic is based on the consideration about the suitableness of MOOC and community education in the aspects of openness, fairness, diversity.As information technology is impacting education more and more,the paper first discusses the significance of the study in the aspects of national policy and community education development, and discusses the value of the research from the perspective of the development of community education and the development of adult,and analyzes the characteristics and deficiencies of this study, and then uses the theory of lifelong education, lifelong learning theory, constructivism learning theory of the internet age as the theoretical basis, the literature analysis and questionnaire survey research as the research methods.. Then through literature analysis and questionnaire survey to grasp the present development situation of MOOC and the development status of community adult education in our country, and from the aspect of cognition level, hardware facilities and the limits of MOOC discusses the obstacles to develop community adult education through MOOC. Finally, from the perspective of concept-clarifying, building community MOOC, management and operation of innovation put forward the strategy and the suggestion in develop community adult education through MOOC, namely learning as the core, community as the bond, adult as the standard, use diversified, democratized, marketized, and digital management and operation method, to design and implement the community MOOC.
