Compulsory Education is implemented by the state according to the law with the character of mandatory, free and universality, and it must be accepted by all the school-age children. Compulsory education is the foundation of improving the quality of the people, and it is also an important support for the realization of educational equity and social equity.After nine years of compulsory education in our country, people pay more and more attention to the problem of education equilibrium. According to National long and medium education reform and development plan (2010-2020), all counties (cities, districts) in the country have to achieve the basic balance of compulsory education in the county in 2020.In recent years, Luoyang has taken many measures in promoting the balanced development of compulsory education and made a lot of obvious achievements, but there is still the imbalance between regions, between urban and rural areas and among schools. Therefore, it is necessary to carry on further analysis and research to the problem of Luoyang City, the balanced development of compulsory education. Therefore, it is necessary to make further analysis and research on the balanced development of compulsory education in Luoyang. Firstly, this paper analyzed the current situation and the existing problems of the balanced development of compulsory education in Luoyang. Secondly, combining the theory of equalization of public service and the theory of resource allocation, the paper studied the balanced development of compulsory education in Luoyang with the methods of literature research, case analysis and quantitative analysis and put forward the countermeasures and suggestions to promote the balanced development of compulsory education in Luoyang.This paper is divided into six parts:The first part is the Introduction, mainly about the background, purpose and significance of the selected topic, the current research status and main research methods at home and abroad. The second part illustrated the theoretical tools and the related concepts of the balanced development of compulsory education. The third part introduced the current situation of the balanced development of compulsory education in Luoyang and the main problems. The fourth part analyzed the reasons of the unbalanced development of compulsory education in Luoyang city. The fifth part introduced the advanced experience of promoting the balanced development of compulsory education at home and abroad and affords lessons for Luoyang. The sixth part put forward the countermeasures and suggestions to promote the balanced development of compulsory education in Luoyang.
