Research On Quality Guarantee System Of Higher Vocational And Technical Colleges

With the fast development of our Higher Vocational and Technical Education,various quality issues unavoidably appear when this education meeting the popularneed of people. It has aroused the concern of Governments and colleges for how toguarantee the quality of Higher Vocational and Technical Education. The qualityimprovement is the inevitable demand of times, the need of Higher Educationaldevelopment as well as the foundation of the connotation development of HigherVocational Technical Colleges. Therefore, in order to meet the needs of economicaldevelopment and popularity of Higher Education we must seek a kind of model ofquality guarantee more normal, scientific and effective.The thesis defines the concepts of quality, educational quality and guaranteesystem, summarizes the basic characteristics of quality guarantee system, andespecially explores the dynamical mechanisms of constructing Higher Vocational andTechnical Colleges, and implementing quality guarantee system. And the thesisdeeply studies MBO, TOM and ISO9000 employed in enterprises. and points out thedeficiencies appearing in the field of education. On this foundation, combing withpractical experience, the article suggests the idea permeating and embodying MBOand TQM by means of the criterion of ISO9000 Quality Management System andalso constructs the quality guarantee system corresponding to the characteristics andrules of Higher Vocational and Technical Education, whose center is the inner qualityguarantee system, and whose direction is the governmental supervision towards thecolleges of Higher Vocational and Technical Education. Especially, the thesis attendsimportance on the construction and exploration of the inner quality managementsystem including system scheme, elemental design, document weave, system running,maintaining and verifying. Moreover, the preliminary research is carried out on outerquality supervision system, basis and content of evaluation.The construction and implementation of quality guarantee is to make the HigherVocational and Technical Colleges ensure their educational quality to attain thecriteria ruled by our country, improve the acceptance of our society, and accelerate thedevelopment of Higher Vocational and Technical Education.
