As one of the most developed countries on higher education, America has achieved greatly, which should be thanks a lot to their advanced higher education mechanism. As the foundation of the postgraduate education, the quality of masters contributes much to the elite education, namely, doctor education. With the ever-rising percentage of specialty masters in America recently, calls for high-quality masters are stronger. Therefore it must be a quality-guarantee system existed for the master education.America is a typical decentralized country and its special politics, economy and culture makes the three principal parts co-existed in this quality guarantee system of master education, that is, government, society and Higher Institution. The government refers to the management department of postgraduate education which underlies the federal or state government, then the society indicates variety of civilian organizations, and the Higher Institution take the evaluation for itself. This paper introduces the history and present situation of America master education firstly, then looks back on the development of the quality-guarantee system for master students, finally based upon the above analysis, it divides each principal part into inner and outer aspects to discuss and research. The evaluation from society is a major part of outer aspect on the basis of well policy and finance support from the government, which reflects the education quality of Institution objectively, provides students reliable information about the school as well as a motivation for the right developing of the school. As a foundation of the quality guarantee system, self-evaluation of the Institution always take a lot into consideration, for example, enrollments, teaching activities, teachers' training, research and practice, exam and selection of graduation paper and scholarship distribution, etc. Therefore high-quality masters will be cultivated for different needs. In conclusion, the allocation, cooperation and co-restriction of these inner and outer aspects help America mastereducation to be healthy-oriented development.America quality-guarantee system for master education presents its America characteristic, which inspires us to eform our countries in this area and look for a balance between different related-aspects.
