Report at 18 th Party Congress gives priority to the education before improving people's wellbeing and enhancing social construction, emphasizes to make the education better and satisfy the people. Under the instruction of the Scientific Outlook on Development, we should continue to adhere to the socialism with Chinese characteristics education development path, ensure that education serves socialist modernization and the people, encourage and guide the various social forces to run education, so as to meet the multi-level and diversified education needs. With the diversified development of the social demand for education, private colleges' role in the education system is becoming more and more important. Private colleges have played a positive role in making up for a lack of national education investment, sharing the enormous education investment load of the government, promoting the effective allocation of education resources, developing various social education resources and cultivating talents and so on. In recent years, in order to encourage the development of private education, our government has formulated a series of laws and regulations and related policies, which have performed a great role in promoting the development of private colleges. However, due to a late start, combined with the lack of a scientific theoretical guidance and psychological preparation, and the restriction of the development conditions during a long time, as well as the limitation of related historical reasons, there also exist some obstacles in the development of private colleges. Among this is the teachers troop construction problem, which is the hot topic in higher education in recent years.The full text is divided into five parts:The first part is the introduction, discussing the research background and significance, analysis academic research situation about the topic, and research methods and frame of this thesis.The second part is about the research of the basic Theories. Taking the private universities and its connotation of as the basis, the author stated the concept of the team of qualified teachers, and discussed Human Resource Management, Maslow's demand level, life-long education and teachers specialization theory, which builds the theoretical ground for building the team of qualified teachers in undergraduate colleges and universitiesIn the third part, the teamwork of qualified teachers in China was analyzed as a whole. Based on the structure and the process of the qualified teachers, the factors which restrict the development of private universities have been worked out.The fourth part is discussing the problems the private universities are facing. Taking Shandong Xiehe University as an example, the author discussed its structure and process of qualified teachers from several perspectives, including teachers' social status and rights, constitute of teachers, the constancy of teachers, continuing education, teaching level and capability of scientific research, and then the idea of improving the process of teachers was proposed.In the last part, the author discussed the measured for aiding the teachers team building from changing the old social ideas, the policies and support from government, the management system of college, self-management of teachers.On the discussion of the five pars, we can find out the factors which prevent the private universities from developing fast. According to the practice of Shandong Xiehe University, with the Maslow's demanding theory, Theory of professionalized teachers, and Theory of Life-long Education, the problems of building Teachers team have been analyzed in a deep level, and the measures have been proposed to solve such problems, which can advance the development of private universities efficiently.
