Analysis On The Present Situation And Strategies Of Science And Technology Evaluation In Shanxi Engineering Colleges

The 18^th National Congress and Third Plenary Session of the 18^th Central Committee of the Communist Party of China make new development for building a well-off society in an all-round way, deepening scientific and technological system reform, and speeding up the construction of innovative country. It also raises new requirements on science and technology evaluation, technology system mechanism reform. As the natural carrier of combining scientific research and higher education, college and university plays a role in promoting and leading the national innovation activities. Deepening the reform of University Science and technology evaluation, is of great significance to acceleration of the innovation-driven development, efforts to promote innovation in colleges and universities and promotion of comprehensive reform in higher education.This article talked about Shanxi science and technology evaluation in engineering colleges. The ideas discussed the principle accroding to raising problem, analysis problems and solving problem, and from the perspective of philosophy of science and technology to think about the evaluation in engineering colleges of Shanxi. Paper first started from general concept of science and technology evaluation, described the philosophy concept of science and technology evaluation, that "specific subject on technology activities and output of value for judge of awareness activities". It analyzed the relationship between technology evaluation main object and mutual, and discussed its function and method, mainly solved these problems of "by whom assess", "assess what", "why assess", and "how assess". Secondly, on the basis of the analysis on Shanxi College of engineering evaluation of science and technology,utilizing the concept of science and technology evaluation in contrary, to see the status quo of Shanxi science and technology evaluation in engineering colleges, finding four issues existing on evaluation of science and technology: subject administration, evaluation oriented utilitarian formal simplification, evaluation indicators, evaluation methods, and analysis of the problem deeply. Last, on the basement of the experience from abroad university in the technology evaluation from Shanxi Engineering College scientific research of status starting, the article has targeted to propose that Shanxi Engineering College technology evaluation should follow purposed principles, scientific principles, comprehensive principles and impartial, justice,public principles. It has proposed to improve the strategies of Shanxi Engineering College technology evaluation: highlighting quality oriented, creating diversified technologyevaluation system, shaping good humanities environment, perfecting technology results evaluation system, innovating talent evaluation mechanisms and establishing an open evaluation mechanism.
