The quality of balanced-development level in compulsory education period in Xiamen has been improved a lot in the period of the twelfth five-year, however, with the fast development of the society, the people has asked more high level education quality for the children. And the well-developed education resources located in the industry area and the center downtown.The balanced development in compulsory education is confined to some factors,such as the economical development,the input of the government,the teachers resources,etc. It has got a big gap between inner island and outside island on the conditions like the teaching management level,which leads to the unbalanced development situation between the two parts in Xiamen and the social problem of so called choosing schools. According to this, the writer find out the factors which lead to the unbalanced situation by the means of analysis on the balanced development situation.The first part of the article expresses the concerned conceptions, and make the conceptions very clear on the theory..Then,the writer carries out the research by the query.Thirdly, to make conclusions of the effective factors which lead to the unbalanced development by Structural Equation Modeling. Finally, according to the conclusions, to find out the reasons to cause the unbalanced development on the compulsory education.
