To improve the national quality, cultivate students' innovative spirit and practical ability, in 1999, China has proposed to carry out comprehensive quality education. Exam-oriented education as a common way inherited from ancient times to the selection of personnel, but also the way our country has been in use since the founding of the selection of talent. Currently, how to effectively implement the principle of quality education and the plight of examination-oriented education has become one of the main problems in primary and secondary education. Although the quality education has been widely recognized as beneficial to student development, national development, and social development, but restrictions on the current status of social constitution, the quality of education in the promotion of 20 years is still not dominant.Firstly, the paper reviewed the definition and characteristics of quality education, the status quo of quality education abroad, research status. On this basis, the paper described the quality education status quo in primary and secondary schools in X District, Shenzhen, and understands students and parents awareness of quality education using a questionnaire. And then the paper put forward problems in the presence of primary and secondary education, such as intellectual education as the only goal; "heavy points of light energy," "a good cover 100 ugly" phenomenon; single and mechanical educational evaluation; backward classroom education. Secondly, the paper conducted the quality education game analysis between principals in primary and secondary, like schools and parents using game theory. We can understand the deeper reasons why quality education cannot be effectively implemented. In the school's game, whether it is performance or the overall quality determines utility, or educational resources existing differences in the game, examination-oriented education is the only Nash equilibrium. Only when the school of poor resource can organizes independent recruitment and acquire enough utility, it can select quality education. In the parents` game, the parents` selection is associated with the probability of independent recruitment and opportunities to study abroad. If the probability reaches a certain level, the parents will be happy to give their children burdens, and choose quality education; otherwise, examination-oriented education is still the only Nash equilibrium. Under government intervention, it can encourage schools to take quality education and parents to give their children lessening burden through government incentives and penalties reasonable balance of strength, such as resource supply for schools, administrative sanctions for school leaders, bonus policy for student achievement, is to, situations arise. Finally, the paper put forward the quality education implementation measures in the future, including improving independent recruitment police from recruitment range, policy, regulatory and so on; encouraging "characteristics of school" and strengthening the characteristics of school content, early guidance, hardware equipment, competition mechanism; strengthening "government intervention", like establishment of a scientific evaluation system of quality education, balancing incentives and supervision.
