A Case Study Of Social Work Participation In Community Governance

Since the concept of “social governance” was put forward in the Third Plenary Session of the 18 th Central Committee of the CPC, the social governance has been frequently payed attention to by the government and the people. Social governance is one of the themes of the popular innovation. Today, social governance has long been included in the national strategic level. Strengthening and updating social governance will be the focus of the Chinese Communist Party and the Chinese government both at present and in future. Community is the basic unit of society, community governance is a basic link of social governance. Speeding up the development progress of community governance systems and governance capacity modernization is of great strategic significance to social management system innovation and the comprehensive deepening reform. Social work is to follow the professional values of people-oriented, self-reliance, equality, the integrated use of professional knowledge, skills and methods help the needs of individuals, families, groups and communities. It is a professional and career to promote social stability, harmony, fairness. Intervention of Social Work undoubtedly in sects more vitality into community governance. The idea of “social workers entering communities” which is strongly encouraged by the state improves community building and promoting community harmony. Social Work plays a more and more important role in the innovation of community governance.By the method of qualitative research, this paper focuses on the problem and their causes of professional Social Work intervention in city community governance. This paper uses the example of S community, a Social Work demonstration point in Yuzhong District. The research methods of this paper include literature review, case studies, in-depth interviews and participant observation. This paper first describes the specific services of Social Work in the S community, including Social welfare, community education, community culture, community service, community autonomy, community policing. Based on the system theory, civil society Theory and the interview data, this paper presents problems of the social work's participation for the community governance, including poor cooperation with the neighborhood, lack of social work profession, social workers being treated as volunteers, narrow range of social work services, low efficiency of solving the problem, social workers becoming "labor" workers. Then this paper analyzes the causes of problems: recognition of neighborhood of social work is not high, knowledge of social work of the community is not enough, institutional mechanism is not perfect, the dominant position of social work is not clear, division of rights and responsibilities is not clear, the sense of community autonomy and the community participation is not strong, social work team's profession is not strong. Finally, in the conclusion, this paper puts forward some countermeasures and suggestions based on the previously mentioned problems. Strategies and recommendations include the following: dividing community governance body, Establishing and improving institutional mechanisms of community social work, increasing social work propaganda, achieving the normalization of volunteer community service, strengthening community social worker training, promoting social work agencies. Based on this, the paper expects to make a useful exploration for further improving community governance, promoting social welfare and promoting social harmony through the above study.
