Research On The Policy Of Family Planning Reward And Assistance In Hebi

It has been more than 40 years since the one-child policy was implemented in China,and we have made great achievements.The planned-parenthood families have made special contributions to the social and economical development. In this process, the policy of family planning reward and assistance has contributed a lot to the control of excessive population growth and the protection of the planned-parenthood families' legitimate rights and interests.However, with the major changes in the population situation and people's concept of fertility, there was a significant adjustment in the population policy.In the year of 2016, the two-child policy was carried out.Under the new situation, the policy of family planning reward and assistance,the important part of the basic state policy,faced with the profound changes and window adjustments,it is time to make some necessary changes accordingly.This paper, applying the administrative compensation theory and social security theory,aims to study the the policy of family planning reward and assistance in HeBi.By using the historical analysis, comparative analysis and case analysis methods, it introduces the connotation of the family planning reward and assistance policy, reviews the historical development in Hebi,and states the current situation of policies on reward,privilege,assistance,insurance. It is found that there exist some major problems.For example,its coverage area is limited;its reward standard is low;it's difficult to enjoy the benefits;the situation for the planned-parenthood families to support the senior is serious;also,there are highlighted problems existing in those families that only have one child but was dead or disabled. After analyzing the causes,some suggestions were put forward to perfect this policy.First,during the adjusted period,distinguish three kinds of people and treat them respectively.Second, make a more sound public financial investment on birth controlling system which can serve as a reliable backup.Third,strengthen the cooperation of different departments and call for the whole society to help the planned-parenthood families. Fourth, make an innovation in the old-age support security system to ensure that the senior can be well supported.Fifth,give more help to those families that only have one child but was dead or disabled.And,maintain the stability and unity and raise the living standards of planned-parenthood families.This paper helps the government to fully understand the importance of the family planning reward and assistance policy in the new situation and the necessity of adjusting and approving it.It can also make the planned-parenthood families feel more warm from the country, especially for the families that only have one child but is disabled or dead, thus can maintain the harmony and stability of our society.What's more,it can guarantee the planned-parenthood families' priority to enjoy the fruits of reform and development and improve the ability of family development.And,it can help to push the two-child policy moving forward and make the development of population more healthy and balanced.
