Urbanization is the most important background in the society,which also has a vital impact on the development of compulsory education in cities.In detail,the limited supply of compulsory education resources in cities cannot meet the educational demand of the increasing number of migrant children arising from urbanization.Therefore,the government need to promote the supply-side structural reform of compulsory education in cities to increase the number of educational resources and improve the efficiency of the supply of those.Based on that problem,this study chooses Dongguan,Qingdao and Chengdu as samples,and regards semi-structured interview as the main method to collect data.This study finds that the supply-side structural reform of compulsory education has two parts,including the structural reform of the number of educational resources and the quality of those.Specifically,the structural reform of number includes the structure of time and space,and the structural reform of quality includes the balanced and diverse structure.Besides,the supply-side structural reform of compulsory education need to overcome four obstacles,such as the lack of relevant laws,the conflict of institution and interest,and the efficiency of governments.The key problem of these obstacles is the conflict between the public character of compulsory education and the localized management system of that.From the perspective of educational resources,this study also finds that the shortage of school land,teachers and public funds is the reason for the limited supply of compulsory education resources in cities.Consequently,if governments want to solve the problem,they should increase the supply of those basic resources.In fact,there are also many problems about that.For example,the supply of school land has three problems,such as the institutional problem of the land management,the interest conflict of land use and the implementation issue of land-use planning.Governments can solve those by promoting the leader project and the jointing conference.In addition,the problem of the supply of teachers is about the personnel system that is called bianzhi,which can be solved by implementing the teacher dispatch by market,the pattern of teacher employment or liangziyibao.The problem of educational funds is about the localized fiscal system based on the household registration system,which can be solved by innovating the system of educational finance and enhancing the fiscal power of the central government and state government.
