Study On Training Of Vocational Skills For Farmers And Herdsmen In Tibet

Tibet Autonomous Region is not only the western development region of China,but also China's major production base of agriculture and animal husbandry,which lives farmers and herdsmen that occupy more than 70 percent of Tibet's total population.It is the key to accelerate the development of special ecological agriculture and animal husbandry,speed up labor migration of agricultural and pastoral areas,expand the employment of farmers and herdsmen and promote the income of farmers and herdsmen to strengthen vocational skills training and improve the overall quality of Tibetan farmers and herdsmen.It is an important measure to plan as the whole of the development of city,countryside,economy and society,but also an effective ways to fundamentally solve agriculture,farming and pastoral areas,farmers and herdsmen problem.More importantly,it is an urgent need to build a new socialist countryside and build a Tibet harmonious society.This paper puts the vocational skills training of farmers and herdsmen for the object of the study.Firstly the current status of vocational skills training status of Tibetan farmers and herdsmen is described,which includes training profiles,training institutions and operations support systems,the actual achieved results in training and so on.Based on the investigation of the present situation,major problems are found.For example,training management system needs to be improved,the coordination of a unified organization lacks;it is lack of training funds,the source of the funds is unitary,waste phenomenon is serious;the teachers of training is weak,faculty needs to be strengthened;training content is the lack of direction and it is not enough to link up with the job market;the way of training is monotonous and the training effect is not ideal;the foundation of scientific and cultural quality of farmers and herdsmen is weak,the concept is lagging behind and so on.Secondly,from the view of coordinated development,the training types,characteristics,constraints of vocational skills of Tibet farmers and herdsmen are analyzed and it focuses on the coordinated development of the vocational skills training of farmers and herdsmen and regional economy,ethnic culture,environment,the demand of development of farmers and herdsmen.Finally,the recommendations to strengthen and improve vocational skills training of farmers and herdsmen recommendations are put forward which combine with the above analysis and contrary to the existing problems of vocational skillstraining.Including scientifically planning the top-level design of vocational skills training of farmers and herdsmen;further standardizing the management system,are integrating training resources;establishing and improving the multiple input mechanism of the training capital;promoting the diversification of training institutions,strengthening the teaching staff;scientifically and rationally planning the training content facing the needs of market and farmers and herdsmen.For example,to play the advantages of resources and policies;to set up training content focusing on the development of featured tourism,Tibetan medicine,advantageous mineral area,plateau distinctive bio-industry,distinctive processing industry of farm products,folk handicrafts and modern services;to promote flexible training way according to local conditions and their aptitude and so on,combining Tibetan ethnic,geographical features and characteristics of the industry.
