? The medium and long-term national synopsis for education reform and development(2010-2020)? The synopsis has certain explicit requirements,such as the balanced development of nine-year compulsory education,the improvement of education equality and reasonable allocation of education resources.In addition,other policies like‘building standardized public schools' ‘exchanging principals and teachers among schools' are also proposed in the Third Plenary Session of Eighteenth Central Committee to promote the communication among schools in the countryside,as well as the development of balanced compulsory education.Among the progress of the compulsory education development,the arrangement of teaching resources seems to be the key point.In order to optimize the force of the teaching resources and balanced the development of compulsory education,it is necessary to build the relative and effective mechanism to make sure the teacher communication going regularly,normatively and systematically.Under such circumstance,with the guidance of the national policies,different areas have taken measure to achieve the purposes of promoting teacher communication and balancing compulsory educational development.However,certain local educational administrations took actions rigidly and mechanically without giving consideration to the practical situation.They just copied the manners from others,which resulted in the difficulties in complementing teaching communication.To solve the problems in depth,I choose schools in Jin'an district of Liu'an as my research objects.My research analysis targets the reasons and solutions of the problems in teacher communication on the basis of the data collection from Jin'an district,so that it may make contribute to the normalized communication among teachers in countryside schools.Based on the research,the location of Jin'an district,Dabie Mountain,impedes the development of economy and education.Recently,with the conduction of compulsory education,the amount and frequency of teacher communication increased with a specific figure of 821,1023,2150 in the year of 2014,2015 and 2016 respectively.However,due to the fact of weak personal awareness,difficulties in the fields of economy,transportation and daily life,unreasonable communicative policies and other subjective elements,there are still large amount of problems.Given consideration to the problems and practical situation,Team organization life expectancy theory,Teacher professional development ecological theory,Teachers' professional consciousness theory and Education balanced development theory will be used to put forward certain solutions to make the communication regular,normative and systematical.By doing so,making a pave for the development of compulsory education and the connection between cities and countryside.
