Research On Beijing's Population Control Policy Under The Background Of Non-capital Function

Since the 20 th century,the urbanization process in our country has been keeping developed.Eastern China has a higher population density and most people are concentrated in large cities.Beijing has become the biggest city in Northern China and the politic,economic and cultural center in China,but its high population density causes a lot of city problems.So population controlling is one of the most important targets during the city development.This paper studies population controlling policies in Beijing under the background of non-capital functions easing,which has great influences on decreasing population pressure and helping city sustainable development.The study includes two aspects which are researches on current situations and experience to study population situation in Beijing and its problems.Referring to population controlling policies in global large cities,the study gives advice on population controlling work in Beijing.According to the research,the paper found population situation in Beijing had some typical features.(1)Beijing experienced rapid population increasing with highest density in China.(2)The isolated phenomenon of employment and living is significant,and the population has spread to suburbs.The developing of population amount and distribution in Beijing causes population problems,which brings city problems including too heavy population pressure,unbalanced regional development,serious traffic jams,increasing prices of real estates and challenges on social welfare.To solve these city problems caused by population situations,Beijing government carries out policies to control population which are population management by house,population management by credentials,population control by industrial structure and generalization governance.But the policy system is still imperfect and the appealing power to population stays high level,which makes the expected control effect cannot be reached.Combining population controlling experiences of global large cities like Tokyo,Paris,London and New York,the paper give population controlling suggestions to Beijing under the strategic background of non-capital functions easing.(1)Make plans and policies at play,contract hierarchical system of population planning and improve the management of floating population.(2)Keep on population control by industrial structure which means driving population easing by industrial easing.Move out low level industries in the chain and preserve high level ones to drive labors moving spontaneously.(3)Contract unity spatial population structure of employment and living and improve the population spatial distribution.Make different population controlling measures according to different regional functional definitions.Ease the population,city functions and industries of center city at the same time to form the multi-center population structure.At the same time,improve population management of Beijing-Tianjin-Hebei region to drive population in Beijing transferring to Tianjin and Hebei.
