Ethiopia has a history of more than 3,000 years and is one of the few countries on the African continent that have not been colonized.However,due to the frequent effects of national civil war,tribal disputes,diseases and natural disasters,the development of national education is very backward.Ethiopia's higher education was first created in the 1950s,but for many years Ethiopia's higher education has been slow to develop,not only with a small number of colleges and universities,but also a serious shortage of teaching funds,mainly relying on external assistance.Since the beginning of the 21st century,the political situation in Ethiopia has been relatively stable,the pace of economic reform has accelerated,and has been rapid development,economic growth for many years living in the forefront of African countries.While the economy is well developed,the Ethiopian government has paid more attention to the development of education and the provision of human support for the economy and society through the education of talents.Higher education has also achieved great success.This paper mainly studies the effectiveness and problems of the development of higher education in Ethiopia since the beginning of this century from the perspective of policy promotion.The research content is divided into five parts:the first part is the introduction,mainly from the research background,research significance,concept definition and literature combing and other aspects of summary analysis,as the follow-up research bedding;the second part is the policy comb.This paper analyzes the policy texts of higher education,such as the Higher Education Proclamation and the Education Sector Development Program,which are promulgated by the Ethiopian government in order to grasp the motivations of the development of higher education in Ethiopia from the policy perspective.The third part is the development research.Mainly from the past ten years to Ethiopia higher education in the school size,management system,fair issues and private higher education and other aspects of combing,in order to facilitate the current development of higher education has a more comprehensive understanding;the fourth part is the problem study.This paper mainly analyzes the dilemma faced by the development of higher education in Ethiopia under the existing policy environment,including the shortage of investment in education,the need for teachers to be strengthened,the employment of graduates and so on.On the basis of the above research,the fifth part mainly analyzes the current And the future opportunities and challenges facing the development of higher education in Ethiopia.The author believes that in the country political stability,rapid economic growth,the Ethiopian government can fight for more international support,including education development support,which is bound to bring opportunities for the development of higher education.Of course,it is a lasting challenge that the Ethiopian government how to deal with the issues about the scale of university development too fast,elite brain drain and lack of development.
