The educational equity is the important contents of the social equity. It is the extension of the social equity in the realm of education and is also an important way to achieve the social equity. The educational inequity is the most inequitable in society. This already jeopardizes the fair baseline of society.This article focused upon China's higher educational policies, in the angle of policy analysis , in integration with some relational scholars'dissertations on educational equity and constructed a theoretical analysis of higher educational policies on educational equity, then in close integration with China's higher educational policies'practices, from the realistic condition of the educational equity goal, found out the factor of influence China's higher education policies realizing educational equity and advanced the suggestions of policies, made every effort to realize organic synthesis of the short-term operational countermeasure and the long-term system construction.There are four chapters in this article. The first chapter introduced the essence of the educational policy and why the educational policy should use educational equity as the kernel value tendency. The second chapter analyzed educational equity in Martin Trow's theory about mass higher education and in Coleman and Husen's researches, and then constructed the analytical framework of China's higher educational policies on educational equity. The third chapter analyzed higher education cost-recovery policy and higher education enrollment expansion, reviewed them from equal enrollment opportunity, equal proportion of participating in higher education in every state and equal quality of higher education. The fourth chapter analyzed the factor of influence China's higher education policies realizing educational equity and advanced the suggestions of policies from idea transformation, construction by law, policy improvement.In summary, the intensive demand of the education equity is the everlasting goal of the mankind and is the request of the socialism modernization, perfecting socialism market economy, constructing the socialism harmonious society. How to promote educational equity through policy improvement is the responsibility and obligation of the government, and that needs people's continually effort as well as endlesslyadjustment. I hope that this article will be beneficial to the practice of our government in boosting educational equity.
