Educational public service is one of the core contents of public service.With the rapid development of China's economy and the continuous progress of urbanization,the demand for public service is increasing,which puts forward new request for educational public service.The contradiction between the emergence of large numbers of children of migrant workers and the shortage of local compulsory education in the process of urbanization has also become a further obstacle to fair and equitable educational rights for school-age children.At the same time,as a new public-private partnership model,PPP model gives full play to the advantage of public and private sectors,in order to achieve the optimal allocation of resources and social welfare maximization by attracting social capital to participate in the provision of public goods and services."Guidance on the promotion of government and social capital cooperation in the public services field "(May 2015,State Council General Office Forward [2015] No.42)announced widely used government and social capital cooperation model on the fields of transportation,education,health care,health,water conservancy,pension,science and technology and so on."13th Five-Year Plan of National Education Development""National Development [2017] identified the educational modernization guiding ideology,emphasizing the comprehensive deepening of education reform,effort to improve the quality of education,to promote education equity,accelerate the modernization of education,and accelerate education higherquality,more equitable,more efficient and sustainable development.The introduction of social capital makes the market mechanism can play its role better,improve the efficiency of educational resources allocation.Therefore,it is of great significance to study the influence of PPP model on education public service ability.This paper combs the research about PPP model and the educational public service ability domestic and abroad at first,then defines the concept of PPP model and educational public service ability,and then states related theories such as government failure theory,privatization theory and new public management theory,then,this paper discussed the content and development of the theory in detail.And then analyzes the current situation of PPP mode and education public service ability in China,and draws lessons from the successful experience of PPP model in public service operation from other countries.This paperchoose the educational public service as the research object,based on the analysis of the efficiency of educational public service of PPP mode,this paper analyzes the impact of PPP model on the public service ability of education.In particular,we analysis the impact of PPP model on public education services specifically.In the empirical analysis,from the perspective of efficiency and fairness,the participation of PPP model is based on the efficiency of PPP project and the number of laws and policies of PPP model,and thenanalyzed the influence of PPP model on the education public service's efficiency and fairness.The results show that provinces such as Gansu Province,ShanDong Province,Jiangsu Province and other provinces belong to the category of the role of PPP model in the education of public service capacity.Therefore,in order to verify the practical application of PPP model in educational public service further,we choose 19 primary schools in Jiangsu Province as research samples,research and analysis the impact of PPP model on of public education services.The empirical results show that:(1)PPP project capital investment enhance the education of public service capabilities through effectthe education public service's efficiency.PPP model can improve the effectiveness of educational public services.(2)The number of regulations and policies related to PPP mode is negative related to the ability of education public service.The non-authority and instability of laws and regulations do not ensure the fairness of educational public services.(3)As PPP model's financial investment and human support,private investment and teachers foreignal can promote educational public service capabilities effectively.(4)Imperfect government regulation mechanism and risk and income distribution mechanism can not promote the enthusiasm of private sector investment,so as to provide educational public services from a larger level to ensure the fairness of education public service supply.Therefore,this paper argues that the government should lower the market entrance system;establish and improve laws and regulations;improve the regulatory mechanism;strengthen personnel training and the introduction of talent to improve the PPP model's use in public service field and promote the PPP model work well,and also enhance the government's public service capabilities.
