With the reform of basic education curriculum and the advance of new curriculum,the importance of curriculum resources is becoming more and more prominent.Therefore, Developing and utilizing it will become the collective task of researchers and teachers. Local culture, which is the student's cultural background and emotional context,is to promote students' language learning and personality development. Language learning should not be limited to the resources within class,but should develop the use of excellent local cultural resources into the language learning class. China's language curriculum resources development and utilization started late, and each place has its particularity. The development and utilization of local language curriculum resources is not simple, human, materials, technology, resources, and environment etc. need to coordinate,and thus,it has a long way to go. At present,schools and some teachers in Huangpi consciously develop the local culture, but the scope of practice, and the level need to be expanded and improved. They generally do it individually, feel like crossing the river by feeling the stones and lack research and theoretical support. There are still some schools and teachers that have a vague understanding and weak awareness of the value of local cultural education. Thus, this paper takes the development and utilization of local cultural resources in Huangpi District of Wuhan City as the object of study,trying to excavate the development significance of dialect idioms, local scenery and historical celebrities and the value of Chinese teaching, and through analyzing the collected materials on reading teaching, composition teaching, school-based curriculum and other cases, combined with the theoretical summary of the significance and effectiveness,to put forward the problems which should pay attention to in the development and utilization process, and make people develop and utilize the local cultural resourcesmore effectively.The first part of the paper mainly discusses the background and conditions of Huangpi local culture and language curriculum resources development,which is to analyze the social background and educational policy of Huangpi local culture, and its unique conditions. The second part of the paper discusses the reading teaching value of Huangpi dialect and local style, and analyzes its reading teaching cases which have some teaching effects. The third part of the paper analyzes the teaching value of the local style of Huangpi, and then analyzes the teaching effects of the local teachers' development of the local style into the teaching classroom. The fourth part of the paper discusses the value of Chinese culture of Huangpi historical celebrities, analyzes and evaluates the process and results of the school-based curriculum of Huangpi primary and middle schools regarding historical celebrities as entry-point. The last part of the paper,combined with the actual situation of Huangpi development and utilization process,discusses the achievements and shortcomings of Huangpi primary and secondary schools in developing and utilizing local culture. Hope to take this as an opportunity to help the local culture development and utilization, and promote the diversity of language courses and enrichment.
