The development of urbanization manifested in a variety of forms is able to promote the development of modernization in our country,and its core form of manifestation is the urbanization of the population.China is a traditional agricultural country which the rural population accounts for the main body status.The development of rural vocational education is a major strategy to achieve our well-off society.And China's economic structure has been adjusted and changed with the development of urbanization,and China's economy has always given to agriculture,but now it has always given to industry and service industry,which has promoted the upgrading and adjustment of industrial structure.China extremely need a large number of high quality and high skilled talents urgently to support the cause of the urbanization construction and development,make a higher requirement to the scale and quality of rural vocational education development.The surplus rural labor force implement reasonable and orderly transformation to town through the rural vocational education,also the rural vocational education make the heavy population burden of rural change into a huge human resources advantages.Literature analysis and comparative analysis are used in the paper to analyze the development of rural vocational education in China since the founding of the People's Republic of China on the basis of the human capital theory and Foster's rural vocational education theory.And then difficulties and causes of the development of rural vocational education are put forward,in which difficulties include the number of rural vocational education decreased,a large number of outflow students in rural vocational school,poor enrollment of vocational education students,decreasing rural vocational and technical training schools,reduced agricultural majors,there are contradiction in the structure of rural vocational education,The legal system of vocational education in rural areas is not in place,the rural vocational education system cannot meet the needs of high-level education and so on;causes include the rural vocational education is not widely recognized,the rural vocational education is affected by ordinary education,backward legal systemsof rural vocational education,The teaching process is out of step with the production process,set up a major in agriculture,the lack of operability in the law,the imperfect supervision mechanism,and the imperfect educational system of vocational education.Based on analysis of causes,some countermeasures are put forward,including strengthening of the re-cognition of rural vocational education,enhancement of the legal construction of rural vocational education,introduction of relevant laws of rural vocational education,Setting up agriculture related specialties scientifically and improving the professional level of agriculture related,promotion of the rational layout of rural vocational education structure,standardization of the development model of rural vocational education by systems,establish and improve supervision and guarantee mechanisms to ensure the implementation of the rural vocational education law,and building of a perfect rural vocational education system.
