Newly-established universities not only strengthen the vitality of our country's higher education system, and enrich higher education's regional layout structure, but also become a new power of promoting our country's popularization of higher education and meeting the growing demands for higher education, and increasingly becoming important parts of colleges and universities. Wih great development,newly-established universities appears some problems. For example, school resources are increasingly deficient, educational management ideas and teaching methods are still lagging behind,the level of teaching management is lowlihead. These facts affect the teaching quality to a certain degree.For discussing and analyzing problems of teaching management organizations and administrators, this research presents investigation and researches on 21 newly-established universities of China. This paper is based on the empirical study,and adapts the analysis method from macro to the micro and whole to the part. Finally,this paper puts forward countermeasures and suggestions. This paper is composed of six parts as follows.The first part is the Introduction, and this part introduces research origin,research meaning, research status, research method and research ideas of teaching management organizations and administrators.The second part introduces the definition of related concepts and theoretical basis. At first, this paper puts the concept of newly-established universities, teaching management organizations, teaching management administrators. Then, this paper makes a clear explanation about the concepts.The third part analyses the status of teaching management organizations and administrators. At first, this paper illustrates surveys and statistics' data sources,data packet, statistical index, and analysis method. Then, this paper statistics and analyses the setting situation of teaching management organizations and operation situation of teaching management organizations' function. At last, this paper statistics and analyses structure characteristics of three-level teaching management administrators.The forth part reveals some problems about teaching management organizations and administrators. For example, such as the setting of organization is in inaccurate positioning, the authority duty of evaluation organization in not very clear, the structure of teaching management administrators is not balance, and the replacement of administrators is too frequent.The fifth part provides several reasons about the problems of teaching management organizations and administrators. For example, the understanding of teaching management philosophy is not well enough, the planning and design of teaching evaluation organization is not perfect enough, the safeguard system of teaching evaluation organization is not comprehensive, the specification of teaching management and personal interests are not paid enough attention.The sixth part makes suggestions that newly-established universities should study the newest teaching management philosophy deeply, make the sense of subject awareness of guaranteeing the instructional quality, improve the top-level design of teaching management organization, integrity the guarantee system of interior teaching quality, ensure organization working effectively, enhance the system and mechanism of organization operation, optimize teaching management administrators' whole structure, and improve grass-root managers' personal interests.
