Since the 1990s, with the reform of socialist market economy system and the establishment of its goal, as well as the convening of the fourth national higher education working meeting , the higher education of our country has marched into a fast-developing stage. Under the poliy of "mutual construction , adjustment, cooperation and incorporation", a group of newly-established undergraduate academies emerged one after another. The number is up to 200 till November, 2005, which takes more than one quarter of the total number of underguaduate academies in our country. These colleges have undertaken the stern duty of expandingly-enrolling students, and also have educated a large number of talents for our country. They play a vital role in promoting social economy development and the generalization of higher education.However, they face challenges brought about by the internationalization of higher education and the competition with other colleges. Meanwhile, insufficient teachers, unreasonable structure and weak ability to do scientific research restrict their development. Therefore, to apply human resources management theory, and to discuss and investigate the situation of such aspect in newly-established undergraduate academies is not only the neccessity to their development, but also the key to the promotion of higher education of our country and social economy advancement.As a case study about QZ college, this paper investigates the situation of human resources management in this college and discusses the countermeasures based on such research methods as questionnair and interview. It is composed of four parts:The first part is the introduction. It presents the background, the aim, research content, research method and the significance of this study.The second part introduces the theoretic bankground of this paper.The third part takes QZ college as a sample, analyzes its structure of human resources management, then discusses the results of the data, which is from the questionnaire and counted by SPSS10.0.Finally, it puts forward the issues of their management. The fourth part comes to the countermeasures and suggestions for better human resources management. The following strategies are suggested: tranformatting management concept; improving the environment of human resources management; perfecting talent management mechanism; strengthening traning; enhancing human resources quality and so on.
