Research On The Entrusted Management Of Schools' Stadiums

At present, the lack of mass fitness venues in China, but most of the existing sports stadiums are idle or open to the outside world,to a certain extent,affected the enthusiasm of the masses and the implementation of the national fitness project. According to the sixth national sports field survey results show that the proportion of sports venues in China's education system is larger, the full use of school sports venues resources become a major way to solve the lack of venues. The State Sports General Administration and the Ministry of education in 2006 launched a joint school sports venues opening up pilot work,after years of efforts,school sports venues opening up to the outside world to a certain extent, alleviated the pressure of insufficient fitness venue.The angle of view of trust in management mode, using the method of literature,expert interview method, on-the-spot investigation method to the school sports venues to entrust the management of, to understand the present situation of school sports venues opening up. Analysis the existing problems, and makes analysis on the case of successful"Wuxi mode" has been implemented, Taopu mode, Cixi model", to summarize the successful experience and draw lessons from a meaning. The main results of this paper show that:1 )China's education system of sports venues resources are rich, but the school sports venues opening rate is low, the main constraints are security, funding, management,etc.. In the school of sports venues open to the outside world, the implementation of independent business model is more, the commission management mode is relatively small.2) school sports venues to the implementation of the third party entrust management has the following positive significance: effective utilizing school stadiums resources;enrich the content of public sports service; to avoid the risk of the University, to eliminate the worries of the school; to improve the science level of professional management; to promote the development of youth sports.3) the school sports venues opening up entrusted management in our country to promote the process may exist the following difficulties: lack of government support;school sports stadium hardware conditions are poor; professional third party management mechanism is lacking.Put forward some suggestions for school sports venues opening to the outside world to entrust the management of possible problems, the school sports venues opening up the implementation of entrusted management, the government should vigorously support the move, continuously improve the opening rate, actively develop the third party professional management mechanism, to undertake the work of opening to the outside world, while the school to increase investment, relying on the school sports venue construction area of fitness center, promotion "Wuxi mode" "Cixi model" successful experience, and constantly improve the risk transfer mechanism, to avoid school sports venues opening up the risk measures. In order to provide theoretical reference for the long-term mechanism of school sports venues open to the outside world.
