Study On The Problem Of The Supply Of Services Of Compulsory Education Of Juvenile Offenders In Guangdong Province

In view of the problem of compulsory education service supply for juvenile offenders in Guangdong Province,the article use cooperative governance theory,through literature analysis,comparative analysis and other methods.On the basis of describing the current supply of compulsory education services for juvenile offenders in Guangdong Province,first of all,the definition of compulsory education,public service and public service supply is defined,and the connotation and characteristics of cooperative governance,the process of cooperative governance and the theory of guarantee are expounded.Secondly,the article argues that the current problems of the supply of compulsory education services for juvenile offenders in Guangdong Province are: The management of compulsory education in the juvenile delinquency is missing,the financial security is not in place,the quality of education is low,there is no formal school management and the diploma is ineffective.Therefore,the need to use the perspective of cooperative theory,by the prison and the education sector,schools to provide co-morality compulsory education services supply-the use of joint school model to be incorporated into the local national education series.The article concludes that the main strategies to solve the problem of compulsory education service supply for juvenile offenders in Guangdong Province are: Prisons,education departments and schools to reach a consensus on the objectives of cooperation and division of responsibilities;Multivariate service providers share resources and participate;Establish a perfect multi-agent service supply communication and coordination mechanism;Perfecting the Law,Policy Guarantee and Financial Guarantee for the Service Supply of Compulsory Education in Juvenile Delinquency.
