| Since 1980 s,the school management system of China has been changed from the highly centralized mode to the downward decentralized mode gradually.At the same time,schools start to change the management philosophy from extrocontrol to introcontrol.With aforementioned transformations,the formulation and implementation of school development planning is becoming the important way which can motivate the Independent development potential of the school,and can change those dependently administrative situations that schools implement the higher orders passively and rely on superior departments unilateral and lake their own characteristics.In the past several years,the administrative departments of education have published many policy documents which designed to encourage schools to formulate and implement their own development planning,which was even considered as one of the assessments of school.However,in the practical operation,many schools take the school development planning as the “text”,which is used to cope with the requirements of the superior,but not as the implementation practice and they don’t always carry out work on the basis of their development planning,so that the work maybe deviated from the planning,and the expected goals of planning cannot become true.In order to ascertain the reason for the inefficiency of the school development planning and try to find the way to promote planning to be implemented effectively,this research selected X middle school which is located in Pengshui,Chongqing as the case,and applied the qualitative analysis and the quantitative research to study the effectiveness and its influencing factors of X school’s development planning.The research found:Firstly,the overall effectiveness degree of X school’s development planning implementation was low,which means that the the realization doesn’t match the expected goals well.Secondly,the autonomy in school running and the supervision of planning implementation given by the higher administrative departments of education significantly affected the effectiveness of planning implementation.Thirdly,teachers’ cognition of school development planning and their abilities,the conditions of communication and endeavor of the planning implementation significantly affected the effectiveness of planning implementation.Fourthly,students’ willingness and initiative to participate in the activities of planning,and their interests in the activities of planning significantly affected the effectiveness of planning implementation.To improve the effectiveness of X school’s development planning implementation,some efforts can taken in both educational administrative department and school.It is significant that the administrative departments of education should do take effort,such as figuring out the school property right,and giving schools more autonomy,executing their supervision obligation effectively as the “client” of planning implementation,and Intensifying the supervision of the school;expanding propaganda and training to improve the professional skills of people who participate in planning implementation,providing the school with policies and resources support.Meanwhile,X school should make four changes as follows.First,change the concept of path dependence and build a team which is good at implementing school development planning.Second,strength internal supervision of planning implementation and improve the organizational culture construction,and establish harmonious and cooperative campus networks.Thirdly,establish a communication network of planning implementation. |
