A Study On The Mechanism Of Government Procurement Of Social Workers

In recent years,due to enter the critical period of transition of our country society,various social problems and social contradictions continue to highlight more and more,in the macro background of market failure and government arranged difficulties,social work came into being and developed rapidly.In order to improve the government functions,to solve all the social problems and promote social harmony and stable development,our government has constantly reform and innovation in the social construction and social management,to "small government and big society" concept implemented by the government arranged to changing the functions of government purchase,through the purchase of social work service project to serve the people is one of the important measure.In many city of China have achieved certain results and the implementation of government purchase of public services,but the government purchase of social service at present is still in the exploratory stage,since December 2006 the Ministry of civil affairs in Shenzhen held a "national construction of social work personnel affairs system will promote the" far Shenzhen city as the first pilot city construction of social work personnel,in the development of nearly 10 years,has accumulated some experience,but there are still some problems to be solved.In the study of the government's purchase of social work services,there are few theoretical explanations from the perspective of corporatism.In this paper,the author takes Shenzhen as a case to summarize the mechanism of Shenzhen government to purchase social work service,and explain the mechanism of government purchasing social work service from the perspective of corporatism.The framework of this thesis can be divided into five parts.The first chapter introduction mainly expounds the research background,research significance,and the government purchase of social service for the literature review,the definition of related concepts and theory.The second chapter mainly introduces the mechanism of government purchasing social workers.The third chapter uses the theory of state corporatism to analyze the mechanism of government purchasing social workers.In the fourth chapter,theauthor puts forward some suggestions for the government to purchase social workers under the guidance of the theory of corporatism.The fifth chapter is the conclusion.According to the research,the author draws the following two conclusions: the Shenzhen government purchase of social service mechanism summed up in six aspects,including the system guarantee mechanism,bidding mechanism,fund-raising mechanism of financial support,social organization,social incubation and cultivation mechanism of talents training mechanism,supervision and evaluation mechanism.The theory of corporatism,especially the theory of state corporatism,is feasible in the study of the mechanism of government purchasing social workers.
