In recent years,with the increase of investment on special education by government at all levels,the special education career in our country has had great development.Our country attaches greater importance to special education and indicates the clear development direction.When our country is promoting the development of special education and improving the compulsory education enrollment rate of the disabled children,more attention is being paid to the special education quality gradually.In order to ensure the healthy development of special education in our country,building a set of evaluation index system on compulsory education phase of special education quality to fill the blank in the research of the theory of special education quality evaluation index system,which is very meaningful.This dissertation is based on the domestic and foreign literature related to the special education,combining the reality of special education in our country,and insists on “ensure the basic quality,pay attention to school characteristic and highlight the education effect” guiding spirit to build the special education quality evaluation index system.This dissertation selects school for the mental retardation whose teaching form is the most similar to the stage of compulsory education in our country to study the special education quality evaluation index system.First of all,the dissertation reviews the historical quality standards of domestic and foreign special education and analyses the domestic current situation of special education school.Then,the dissertation introduces the general steps and methods of the comprehensive evaluation systematically and builds a set of evaluation index system on the based of the understanding of special education quality and domestic and foreign research achievements.The index includes six fields,they are school,teachers,teaching,rehabilitation,students and facilities.The index also contains nineteen single index,which applies to school for the Mentally Retarded to evaluate the special education quality evaluation index system.Index system basically covers the main role in the quality of education,the school education quality can be more comprehensive and objective reflected by this index.What is more,the dissertation works out the weights of every level index by using systems view of creativity and AHP,and gets evaluation index system basic model on special education quality evaluation index system.Finally,the dissertation takes nine schools for the Mentally Retarded in jiangsu province as examples,through questionnaire and on-the-spot investigations to collect statistical data and using the Efficacy Coefficient Method and Principal Component Analysis to evaluate it.The result shows that the school education quality of nine cases are more than good and two comprehensive evaluation methods get the school education quality level ranking which is nearly consistent.Creatively,the dissertation builds a set of special education quality evaluation index system.On the basic of this system,the dissertation obtains the data directly from the school and apply AHP and PAC to practice.Ultimately according to the results of the comprehensive evaluation,special school can find the weak spots of education quality and try to improve education quality.
