Research On The Reform Of Scientific Research Funding Management Policies In Chinese Universities

With the changes in China's economy and society,there is a major change in the management of research funding at the national level.Especially after the 18 th CPC National Congress,the lag in the policy of scientific research funding management can no longer meet the needs of scientific research and is in urgent need of reform.Based on the related policy of scientific research funding management in recent ten years,this paper systematically analyzes the reform of scientific research funding management in Chinese universities.The first part mainly elaborates the background of the reform of scientific research funds in Chinese universities.This paper summarizes the research on the management of scientific research funds at home and abroad.And put forward the research ideas and research methods of this paper.The second part analyzes the problems faced by the scientific research funding management in universities,and the theoretical basis for the reform of university funding for scientific research management is discussed from two aspects: the theory of total innovation and the theory of public sector incentive.The third part mainly summarizes the development course and content of scientific research fund management in universities,analyzes the policy development and characteristics of national scientific research funds,studies the investment trend of scientific research funds in recent years,and explains the structure of scientific research fund management system and analyzes the development principle of scientific research fund management system.The fourth part analyzes the key elements of the reform of scientific research funds management in universities,analyzes the changes of targets,the changes of measures and the changes of safeguard measures since the reform of scientific research funds management in universities from the target elements,measures factors and safeguard factors,and a forward-looking forecast of the effect on future research work is made in this part.In the fifth part,according to the research results,the paper analyzes the implementation of the reform measures in three Chinese universities.Taking the characteristics of the three universities into consideration,this part makes a comparative analysis,sums up the new features of the scientific research funding management reform.Finally,summarize and prospect the reform of the management system of scientific research funds in universities.
