Since the reform and opening up,people's living standards continue to improve and people require for a higher standard to Public Service as our step towards well-off-in-all-rounds society is accelerating.Our country is in a transformative stage,so the unjust distribution of social public goods phenomenon still exists.At this stage,the imbalance of public services is mainly manifested in base areas like education,health and social security,etc.However the imbalance of education is mostly shown in nine-year compulsory education and especially the imbalance of nine-year compulsory education between city and countryside.Based on this problem,this article,aiming at providing some theoretical basis and referential suggestions for Bay an Nur's compulsory education,researches and discusses on the development,existing issues and the cause of the problems of balancing development of urban and rural compulsory education in Bayan Nur.The essential measure to promote the balanced development of Urban and rural compulsory education is to allocate education resources evenly,rationally and effectively.And its basic guarantee is the relative law and policy.Based on the existing problems and according to the domestic and foreign experiences,this article researches,discusses and puts forward countermeasures on the balanced development of Urban and rural compulsory education in Bay an Nur.
