The report of the Nineteenth Congress proposed that the integration of compulsory education in urban and rural areas should be promoted,and that compulsory education in rural areas should be highly valued,to cultivate high-quality teachers.This shows that the country attaches great importance to rural basic education.With the development of new urbanization,the source of rural primary school students has gradually decreased,the size of schools has shrunk,and there are existing problems such as the small number of existing teachers,ageing of the rural teachers,the teachers' unique knowledge structure and low overall quality.Ordinary university graduates cannot adapt to the needs of rural primary education,resulting in a sharp decline in rural education and a large loss of rural talent.How to ensure a high-quality rural teacher team,deepen the supply-side reform of rural primary school teachers,and improve the quality of rural primary school teachers are undoubtedly the key to solve the above problems.In 2015,the “Village Teacher Support Program(2015-2020)”was introduced to encourage local governments and teachers ' colleges and universities to strengthen localization training according to the actual needs of local rural education,and to adopt a variety of methods to train “professional and versatile”rural teachers.Based on the actual education of this province,Shandong Province has started to fully launch a free directional general education teacher training program,and proposed to cultivate a four-year undergraduate free orientation rural primary school teacher for rural education development.But since the implementation,what has been achieved? What problems still exist in the cultivation process? This has become a topic that needs urgent attention and research.This study starts from the needs of rural education,and summarizes the relevant literature on the cultivation of rural primary school teachers in general and related experience of overseas primary school teachers in general.It is based on demand-oriented,rural and elementary school teachers.The relevant core concepts are defined.Through questionnaires and interviews,100 rural primary school teachers in Shandong Province and 290 free-oriented general education students in four undergraduate level normal schools(primary education majors)in Shandong Province were investigated.First of all,it investigates the status quo and needs of rural primaryschool teachers,analyzes the needs of rural primary schools for general teachers.Secondly,it provides basic information,willingness to apply for examinations,and the implementation of training,as well as curriculum and curriculum setting and practice for free general college students.The settings were investigated.Through the investigation and analysis of different subjects,according to the needs of rural primary schools for the general teachers,the problems existing in the existing training process are deeply explored: the game of policy implementation and the students' application values,the curriculum system is complex and content is empty,and the practice course is biased.After a short period of time,the general professional students lacked professional ability and there was a gap with general teachers.According to the practical problems found in the investigation,there are mainly reasons for the inadequacy of admission policy publicity and students ' utilitarian value orientation;the conflict between general education courses and traditional sub-curricular courses;and the reasons for the coordination between training institutions and education departments and rural primary schools.Solutions:Strengthen policy publicity,standardize admissions and selection;formulate a complete curriculum system,optimize the knowledge structure of general knowledge;improve the "Trinity" collaborative training mechanism and strengthen the practical ability;pay attention to cultivate practical education,improve the role of identity;establish a quality evaluation and supervision mechanism to ensure the training of outstanding talents.
