With the coming of knowledge economy and fierce market competition, it is difficult for enterprise to survive without its core competitive—qualified people. Every year, group of newly graduating employee are employed by the enterprises as reserve force, however, after they start their careers, several problems occur: little sense of belonging, slow self-growth, opaque goal and lack of initiative, which are all the obstacles for their professional development. How to cultivate the new employee? How to design cultivate system combining current situation? It is urgent to solve the above problems from both theory and practice perspectives.According to the basic theory of employee cultivation and HR development and encouragement theory, combining with the definition and goal of employee cultivation, the paper analyzes the current situation of it in E&D Research Institute in LH Company, and gives out related advices to designing the new employee cultivation scheme. Firstly, the paper introduces the general situation of new employee in E&D Research Institute in LH Company, then studies the psychological and behavior feature. Secondly, it analyses the current situation, problems and reasons of cultivation profoundly. Finally, the paper pieces together scraps of present cultivation methods, and then designs systematic cultivation scheme, including designs an overall cultivation plan(goal, thinking and principal), sets cultivation contents(orientation and growth stage), establishes professional development way(introduction, thinking, step and procedure), optimizes training scheme(demand analysis, thinking, goal, organization and implementation and training appraisal), proposes salary scheme for incentive(proposes “Double Order ”---- Order of professional technology post grade: professional technology and administration, and establishes an salary and performance system and operation management measures) and related supporting measures.
