Government work report promoted strategy of Beijing-Tianjin-Hebei collaboration development for country's top development strategy in 2014. Industrial collaborative development as an important joint is the foundation of Beijing-Tianjin-Hebei collaboration development. However, there are many problems, such as weak economic diffusion effect, serious environmental pollution, and low comprehensive utilization of resources. Economic development and resources and environmental constraints has become main contradiction of Beijing-Tianjin-Hebei collaboration development. Beijing as the core of it is suffering from "urban disease" population growth, traffic congestion and air pollution problems in recent years. In order to solve the economic, resource and environmental issues, improve energy efficiency is the key. Study on energy efficiency in most of the existing centralized provincial or industry level, enhancing energy efficiency strategy research is relatively one-sided. This paper studied Beijing industrial energy efficiency and its influencing factors in the view of industry coordinated development. From the two angles of the segments of industry and the influence factors, Beijing industrial energy efficiency promotion strategies are promoted in Beijing-Tianjin-Hebei collaboration development background. It has important practical significance in solving Beijing "urban disease", easing the capital's function, promoting industrial transfer policy formulation and Beijing-Tianjin-Hebei collaboration development.Therefore, based on the panel data of 2005-2012 in Beijing, according to in-depth analysis of present situation and characteristics of industrial energy consumption in Beijing, the improved Bootstrap-DEA method is used to calculate the energy efficiency of 35 industrial sectors in Beijing. The results show that the industrial energy efficiency of Beijing is "W", and the energy efficiency of each industry is relatively large. Then, according to the industrial energy policy, the important influence factors of the industrial energy efficiency are selected, and the influence law of the influencing factors is explored by using the limited dependent variable Tobit model. Finally, according to the research results, it puts forward some measures for Beijing city's industrial energy efficiency improvement in the context of Beijing-Tianjin-Hebei collaboration development from two angles of the segments of industry and influence factors. This paper provides strong data support for establishment of industrial transfer policy, which is conducive to improve industrial energy efficiency of Beijing Tianjin Hebei, promote the coordinated development of the industry.
