Recently, with the fast development of the e-commerce economy, logistics industry is growing rapidly as one of the most important steps. The annual output promotes constantly, which shows that the logistics industry is gradually becoming the third profit spring. But the fact proves that the main operation mode of the logistics industry remains the extensive form, different regions have various problems, high empty-loading ratio and high rate of damaged cargo, high single distribution cost, which has caused the low operation efficiency of logistics industry. And it is inconsistent with the development mode our country proposed, the intensive environmental sustainable mode. So what the condition of the total factor productivity is, how to improve the operation efficiency, what and how the influence factors affect the efficiency have become the questions people focus on now. Previous studies focus mainly on the statics efficiency of some provinces, or they choose some representative enterprises to research the efficiency of logistics industry, and the research of influence factors is less. So we are extremely short of the systematic research of logistics efficiency, which caused the low reliability of advice. This paper will systematically analyze the dynamic and static efficiency of logistics, and the influence factors, ways of improving methods to provide some advice of logistics development.This article elaborates the problems with 5 parts:(1) This part introduces the research background, research significance, the condition of the research both at home and abroad, the research contents and technical route of this article.(2) This part defines the logistics industry and introduces the relevant concept, then introduces the methods including DEA method and linear regression method.(3) This part contains the most important contents first the article put forward the input-output index system, then this article makes the empirical research of the dynamic variation of the logistics industry during 2007-2014 to entirely analyze the condition of logistics efficiency in our country; second this article analyzes the TFP and decomposition efficiency of each province; third this article divides 31 provinces as 4 economic regions, and research the dynamic variation of the TFP and decomposition efficiency; finally this article studies the static efficiency of the logistics industry and its improvement space of 2014.(4) This part analyzed the influence factors of logistics efficiency through two stages. First roughly evaluate the biggest factor of input index and the biggest factor of output index, and obtain the discreteness of each factor in China with composite DEA method; The second stage researches the degree of influence of each factor to logistics industry with regression analysis method(5) This part proposes some specific advice and policy advice to improve the efficiency of logistics industry considering the results of the article.This article makes the following conclusion with the combination of qualitative and quantitative method:(1) The TFP of logistics industry grew by an average of 3.3% during the 8 years, the technical progress covers the low technical efficiency, the problem of low efficiency of management exists.(2) Develop-the-west strategy brings great effect to the efficiency of logistics in west area, 46% of these provinces improve observably on logistics TFP. But about Tianjin city, there is the problem of “High input, low output”.(3) The operation efficiency of west economic region is much higher than other economic regions, but there is also much redundancy on fixed investments. The east economic region shows its invalid technical efficiency, the waste of management is severe.(4) The technical efficiency of logistics in 2014 is very, which is caused by the low pure technical efficiency, improving the management level has been the key method to solve the problem.(5) Composite DEA shows that these 5 factor shows the positive influence to logistics operation efficiency, which among them the employee shows the most influence degree of input index, but it also has the biggest discreteness. The tonnage mileage is the biggest influence factor of output index; the logistics network mileage shows the negative influence to the logistics efficiency with regression analysis method, which has shown the low application efficiency, for future development optimize the logistics routine has been the main task. Other factors are positive to logistics efficiency.
