Under the background of global economic integration, with the international competition intensifying and complex and changeable business environment, the market competition between enterprises is increasingly fierce. Market competition in the future will be the competition between enterprise core competitiveness, how to maintain and develop their own core competitiveness in the fierce market competition is a major issue that every enterprise is facing. Human resource is necessary to build core competitiveness in enterprises.Only human resources can integrate with other factors of production, and provide valuable products or services to the market. Therefore, enterprises should create conditions and environment for human resource to show value and potential, to meet their desire, to make human resources produce inner driving force continuously, to work hard to realize organization goals. From the view of management, the activity that focus on personal need, create conditions to make intrinsic motivation, inspire individuals to work hard to achieve organizational goals is effective incentive. The process of Incentive is the process that stimulate the enthusiasm by meeting employees' willingness and demand, give full play to the value of human resources, make sure that enterprises gain sustainable competitive advantage in the fierce market competition. Therefore, building perfect enterprise incentive system has been a key issue in the development of modern enterprises.As a traditional state-owned enterprises in chemical industry, BH group has continuous innovation in the structure of raw materials and product structure, actively implement industry promotion, further perfect the industrial layout, put forward the guiding ideology of innovation drive, scientific development. to improve the development quality and efficiency, implement industrial upgrading, develop circular economy and green industry. In this context, BH group enterprise each work such as management, salary incentive system, security, environmental protection and so on should keep pace with times, paying special attention to the reform and development. During years of development, the company accumulated a large number of excellent management, but exposed some problems, and gradually become the bottleneck of restricting enterprise development. Especially traditional management mode are still used in the management, management idea is obsolete, the management method is antiquated incentive mechanism is not scientific, incentive system is not perfect, lead to a series of problems including income distribution, lack of performance appraisal, employee enthusiasm faded, restricted the enterprise's development, which is the problem must be solved in company's "Thirteen Five" development.Based on the BH corporation, we collect information through extensive investigation, diagnose and research on the original incentive system of the company, research and design on the company's incentive system on the basis of discovering problems, analyzing problems.Firstly, the paper starts with the basic theory of incentives and compensation management, introduces the BH corporation human resources management, incentive management and payment management status; secondly, analyzes the problems and reasons on the basis of the incentive system,in combination with questionnaire survey on incentive system of the company, put forward design concept and principle, the goal and design ideas for the new incentive system, and make hierarchy classification on the company's incentive system object, points out that all levels personnel demand characteristics and the way to meet the demand; Finally, the article puts forward the company's incentive system to different levels of personnel.Competition in the 21st century is talent competition, talent is the key for enterprise development in the future. Enterprises should create a system and environment to attract and retain talent, the enterprise staff incentive system is the most direct and effective means to attract and retain good employees and motivate employees.The paper aims to redesign incentive system based on the analysis of the existing incentive system through the research of incentive theory and compensation management, eventually forming a set of incentive system solutions that is scientific and reasonable and suitable for their own development, more effectively motivate employees, to provide talent guarantee for the sustainable development of the company, and to provide reference for other enterprises incentive system design.
