Migrant workers are a new labor force appeared in our country reform and open policy, the industrialization and the urbanization process, have become an important part of industrial workers. Especially in labor-intensive enterprises in our country, migrant workers have become the main line productivity. Based on the situation of China's urban and rural planning, more and more small and medium-sized enterprises relocate to suburban or rural area, so they are faced with problems of the development and application of human resources. With the increase of cultivated land loss and new rural labor force, migrant workers are also faced with difficult of changing swords from hard work. At present, some large enterprises have more perfect management systems and methods for migrant workers, but small and medium-sized enterprises in this respect is relatively weak, due to improper in the human resources management system and the lack of management methods, they often face a staff mobility frequent, production enthusiasm is not high, and responsibility consciousness is not strong, which seriously affects the development of small and medium-sized enterprises. Therefore, it is very important to study the human resource management of small and medium-sized enterprises.This paper uses the typical "status, question and measures" structure and takes M County as the research base, through analyzing the present situation and problems of peasant workers' human resources, human resource management problems of small and medium-sized enterprises are put forward, and then put forward countermeasures to solve these problems. The purpose of this paper is to promote the migrant workers with stable employment and the healthy development of small and medium-sized enterprises.This paper mainly uses sampling survey method, questionnaire design on the basis of the research content, choose a certain number of survey samples according to the need and study migrant workers' characteristics in M County. It mainly includes the choice of local workers and migrant workers, the choice of construction industry, service industry and manufacturing industry and the expectations of wages and housing expectations. Then investigate the demand for migrant workers, employment status categories, wages and other management issues, and get the employment gap of small and medium-sized enterprises. The analysis is aimed to find what causes "labor shortage" of the enterprise and the difficulty of the employment of migrant workers. Finally, combined with local economic development situation and related policy, focus from salary system, career development planning, the social security system, enterprise humanistic care and so on several aspects to explore solutions to stable employments of the small and medium-sized enterprises and the migrant workers.
