Study Of The Forest Farmers' Multidimensional Poverty Problem In Sichuan Forest Areas

The Forest Areas has a good ecological environment, it also have Poverty Problem. In recent years, the Chinese government issued a series of anti-poverty policy, and achieved some success. But with the social and economic progress, income is not a single measure of poverty dimensions, accurate identification and measurement of poverty are the basis for developing and improving the pro-poor policies, it also can give help to reduce poverty accurately.To get good results in poverty reduction and consolidation of existing achievements, needs to think about the needs of diverse.This paper uses Alkire and Foster method, building the index system by considering the data availability, comprehensiveness, representative, and comparability principle, Eventually identified as:education, health, living standards, social relations and income 11 indicators of cfive dimensions. Then according to the required indicator data, the author con-ducted research at the Forest ares in Sichuan Province, include Xingwen County and Pingshan County in Yibin City, Wangcang County and Qingchuan county in Guangyuan City, Dayi county in Chengdu City. Then used the resulting data to do the relevant calculation aboutthe multiple and mul--tidimensional poverty, include recognition of poverty, summation of ppoverty and decomposition of poverty, got the results of the incidence of poverty, deprivation share average of poverty, multidimensional po--verty Index and the decomposition of multidimensional poverty index by area, and so on. The results showed, the forest areas in Sichuan Province have some multidimensional poverty problems.42.06% of households in the forest areas have poverty problems at arbitrary five dimensions, there were no households in the forest areas have poverty problems at more than nine dimensions. Forest farmers in Sichuan were seriously deprivationed in education, health, sanitation and cooking fuel these four indindicators. According to the results of multidimensional poverty indicators decomposi tion, it showed the two forest areas in Yibin City were on the most serious levels of poverty, the two forest areas in Guangyuan City had lesser extent multidimensional poverty than other regions.This paper summarizes the above tests results and has a depth analysis combined with the specific situation of Sichuan forest.It analyses the main reasons of the multidimensional poverty in Sichuan forest region from the overall perspective. First of all, reasons from overall perspective are general and dimension reasons. General reasons including natural factors, social factors, farmers and the poverty alleviation policy factors. This paper expounds the specific causes of poverty respectively from the five dimensions of education, health, life level, the social relations and income. And then combined with the specific conditions of Guangyuan, Chengdu and Yibin, it analyzes the multidimensional reasons of their poverty and then puts forward the countermeasures. At the same time this research regards that in the future research, we should strengthen the research on the theory of multidimensional poverty and do more theoretical and empirical study on the elements, operation mode, practical operation and validity evaluation of "Governance mechanism of Multidimensional Poverty in Sichuan Forest Region". In addition to the government, the function and orientation of all sectors of society in the multidimensional poverty management should also be discussed.
