A Comparative Study On The County Domain Economy Development Of Xinzhou City Shanxi Province

At the beginning of the 21 century, in the 16th Party Congress report, the party used the concept of "county domain" officially for the first time and called on us "to expand the county domain economy ".In the third session of the 16th CPC Central Committee, the party proposed "to vigorously develop the economy in county domain". County domain economy refers to the regional economy on the basis of county-level administrative divisions, orienting towards the market, along with regional features and the functions available. As the basic unit of the national economy, county-level economy plays an important role in connecting the high level governments and low level governments, linking urban and rural areas and facilitating the communication of various industries.This article utilizes the basic theories, such as regional economics, industrial economics and so on, take the Xinzhou's 14 counties economies as the research object, from different aspects of Xinzhou, such as economical achievements, industrial structure, and industrial competitiveness, and uses data methods of envelope analytic method, deviation share analytic method as well as position quotient to carry out qualitative and the quantitative analysis, and get the following conclusions:(1)Economy development depends on the industrial competitiveness and the optimization of the industrial structure.More competitive industries must have more structural advantages. While less competitive industries definitely have less structural advantages, namely the industry competitiveness depends on industrial structural optimization. Therefore, the Xinzhou city must adjust the developmental strategy and the industrial structure of its three major industries to enhance industrial competitiveness.(2)Industrial structure is an important factor influencing the regional economies of the counties.Industrial structure is an important factor influencing the regional economies of the counties. Whether the industrial structure is reasonable decides the quality and level of the counties'economical development. So focusing on the problems of the Xinzhou counties such as low economical development level, unbalanced development among the counties, unreasonable industrial structure, weak industrial competitiveness, industrial structure should be optimized and correct development strategy should be also implemented.(3)The difference between the input and output efficiency is also the one of the factors influencing the disparity of counties' economics.The difference between the input and output efficiency is also the one of the factors influencing the disparity of the Xinzhou's 14 counties'economics. The disparity of Xinzhou counties' different input and output efficiency is due to its week economical base, monotonous industrial structure, primary products, short industrial chain, weak radiation capacity, backward technologies, small-scaled enterprises, extensive management pattern, low profits. So, Xinzhou's 14 counties must try to increase their input and output efficiency to achieve harmonious, comprehensive and fast development.
