Research On The Path Of Industrial Innovative Capability Of Liaoning Province Under The Environmental Regulation

With the development of globalization and the increasingly prominent of environment problem,countries around the world pay more and more attention to Environmental protection.In the context of environmental regulation,cleaner production and green development has become the focus of promoting the sustainable development of China's industry,especially how to strengthen the pollution intensive industry upgrading,to promote the importance and urgency of the realization of green and clean.Therefore,the optimization and upgrading of the industrial structure of Liaoning Province and the ecological development of regional industry has become one of the most important goals of innovation driven to enhance the industrial innovation capability of Liaoning.In this paper,the question that how to enhance the innovation capability of industry in Liaoning Province has been discussed with the background of environmental regulation and some related theories of industrial innovation,hoping that industry in Liaoning Province under the new normal economic conditions can be further developed.First of all,this paper describes the latest achievements of domestic and foreign research scholars about environmental regulation and industrial innovation,providing a theoretical basis for improving the industrial innovation capability of Liaoning Province under the background of the study of environmental regulation.Secondly,based on the domestic and foreign research results,the evaluation index system of industrial innovation capability is established,and the five factors that influence the industrial innovation capability of Liaoning province are extracted by factor analysis method,including technical factors,productivity factors,environmental factors,innovation factors and scale factors.Then it makes an empirical analysis and evaluation of the industrial innovation capability of Liaoning province,and finds out the position of the industrial development of Liaoning province in the whole country.The study found that the ranking of industrial innovation capability in Liaoning province is more reliable,and the key factors affecting the innovation ability of Liaoning province industry mainly including internal technology,productivity,industrial scale and other factors,including environmental regulation and other external factors,which have effects on the industrial structure and industrial innovation ability,in addition the new environmental regulation put forward new requirements for the industrial structure of Liaoning province's development direction.Finally,four paths and countermeasures are put forward,including promoting the industrial technological innovation capability,enhancing the capability of the system innovation,improving the level of environmental regulation and optimizing the industrial structure.
