Being China's political,cultural and international communication center,as well as its capital,Beijing has an important status and plays an irreplaceable role.Thus the civil servants in Beijing shoulder the mission to build and develop Beijing in a better way.Of the 145,000 civil servants in Beijing,more than 60%are of the county level and below,working in municipal authorities' offices,functional departments of 18 counties,and sub-district and regional offices.Most of them are engaged in grass-roots work,directly facing the common people,numerous job duties and complicated problems.They are the most basic units to implement policies of the central and municipal authorities,districts and counties.Therefore,it is important and practical to study the incentive mechanism to civil servants in Beijing.On the basis of a systematic study of civil servants incentive mechanism research findings at home and abroad,according to two western classical incentive theory "content type incentive theory" and "process type incentive theory",this paper tries to put forward three factors influencing the incentive mechanism of civil servants of county level and below in Beijing,including compensation,organizational management,and achievement satisfaction,and 11 specific indicators.Compensation factors include four indicators,which are pay level,welfare treatment,internal and external equity;organizational management factors include examination mechanism,rewards and punishment system and personnel mobility three indicators;achievement satisfaction factors includes four indicators,which are personal ability recognized,promotion fairness,decision making involvement and more training.According to the three influencing factors and 11 specific indicators,the author builds a hypothesis model of factors influencing the incentive mechanism to civil servants of county level and below in Beijing and designs questionnaires on the incentive mechanism to civil servants of county level and below in Beijing.Through sorting the questionnaires,and using the social science statistical software SPSS22.0,the author has conducted descriptive statistics of the hypothesis model and various influencing factors,and made scale reliability and validity analysis,factor analysis,single factor variance analysis and regression analysis.Through empirical research,the hypothesis model is verified and the author gets the compensation,organizational management,achievement satisfaction factors,as well as the influence coefficient of factors to the incentive mechanism to civil servants of the county level and below in Beijing.On this basis,combining relevant institutional norms on the central authorities and Beijing municipal civil servants,and reality of Beijing and work practice of civil servants of the county level and below,the author tries to analyze the essence of civil servants incentive mechanism of the county level and below from compensation,organizational management,and achievement satisfaction three aspects,and come up with effective suggestions to the incentive mechanism to civil servants of the county level and below in Beijing.
