According to the third Plenary Session of the 18 th CPC Central Committee's deployment,the Sate Council formulates some opinions about building a modern market system which is unified,open,orderly competitive,honest,law-abiding and effective supervision.It opened a curtain on the reform of the market supervision system.Market supervision and administration of basic-level governments is integrated first.After integration,a lot of advantages are springing up.And also there are many problems and challenges in the actual work.Take Yuhuatai district in Nanjing as an example,this thesis researches problems during the process of the reform.Based on the research through vertical and horizontal comparison to the domestic and foreign governments,this thesis combines the theory of service-oriented government,new public management theory and governance theory to put forward some countermeasures and suggestions.The countermeasures and suggestions are divided into four aspects: changing the market regulator's concept,improving the quality and ability of the supervision team,clearing the function orientation of the supervision institutions,perfecting the system of market supervision.Only when grass-roots market supervision cadres firmly establish the concept of serving the people,to satisfy people's needs for a better life as the starting point,Change the concept of market supervision,many successful management methods and competitive mechanisms are cited in the work and pay attention to the output of public service,explore a more socialized regulatory model,the order of the market economy will be healthy and stable.And it will lay a solid foundation for the realization of comprehensive social governance in the future.
