In 1980 s,New Zealand civil service system is influenced by the New Public Management.In the late 1970 s,as the improvement of globalization and informationization took part over the world,the traditional system of public administration was not able to adapt the rapidly changing societies.To improve the efficiency of public service,also to adapt the change of society,the New Public Management thrived in Britain and the United States and other western countries.In the New Public Management reform,the reform of New Zealand is the most rapid and thorough,comprehensive,it has been an excellent model of the new public management reform.This article is based on the research of the civil service system in New Zealand.It summarizes some unique characteristics of New Zealand's civil service system.The civil service system reform is closely related to the idea of new public management.The civil service training,recruitment,performance evaluation of New Zealand was deeply influenced by the concept of new public management.The characteristics of New Zealand civil service system emphasizes to improve the autonomy of civil servants by mobilizing,empowerment,especially senior civil servant's five-year term of employment,and result-oriented management rather than output.Learning the characteristics of New Zealand's civil service system and its reform is significant for our country to improve civil service system.This paper first analyzes the related concepts and theories of New Zealand civil service system.It focusses on combing and analyzing of the development of New Zealand's civil service system.Secondly,this paper omni-directionally discusses civil service system and the characteristics of the reform in New Zealand.Also,it analyzes the political and cultural characteristics of the New Zealand government,civil servant's core values and code of conduct,and the practice of new public management movement in New Zealand,the influence of new public management reform for New Zealand theinfluence of the civil service system characteristics.And detailedly analyzes and discusses on the New Zealand civil servant recruitment,training and performance evaluation.Finally,the paper evaluates the New Zealand civil service system characteristics,and discusses the possible enlightenment for our country.New Zealand public servant system pays attention to legislation and law enforcement of the civil service system,emphasizes the political neutrality of civil servants,highlights honesty and avoids conflicts of interest,pays attention to contract management.New Zealand public servant system has perfect supervision mechanism of civil servants.It can be used for our country for reference and reflection.
