Social Organization Participates In The Model Study Of Community Governance

With the disintegration of unit system,the community has become the basic unit of urban management in China.At present,the main body of urban community governance in our country-community neighborhood committee,in the actual process of administrative tendency is obvious,administrative tendencies lead to community neighborhood committees in the community management in the management of light services,Which raises a series of problems,including the low satisfaction of community residents' service to the community,the lack of community sense of belonging,the low efficiency of community service and the low quality of community service.At the same time,China's social organization after decades of development,has become an important force in China's social governance,social organization to participate in community governance has become a solution to our current community governance dilemma of an option.Based on this realistic background,the subject of this paper is the model of social organization participation in community governance.Combined with China's social reality in the transition period,this paper adopted a social planning model as a discussion of this article perspective.The research method of this paper mainly adopts the literature research method and the case study method.The research of the literature mainly through the relevant information,to understand the relevant theory and predecessors research results,and demonstrate the use of social planning model to participate in social organization to participate in community governance rationality.In addition,through the literature research,summed up the successful experience of foreign social organizations to participate in community governance,for the final proposed model for this theoretical reference.Case study is the most important method of this paper.In this paper,the social planning model is involved in the practice of social organization to participate in the practice of community governance(Huai'an City West community governance project)to track,analyze and summarize the social planning model involved in social organizations involved in community governance encountered difficulties and successful experience,and as Practice basis,and finally combined with the experience of urban community management in Singapore,the social organization to participate in community governance,"government separation model."The government separation model is based on the practice of the urban community governance project and the experience of urban community management in Singapore,and has obvious characteristics of social planning mode.The separation of government and government has the characteristics of rational division of labor,planning guidance and equality of status.The realization of the separation mode of government needs the reform of the government from top to bottom,strengthen the status of social organization and make social organizations achieve equal status with community neighborhood committees in community governance,Social organization is responsible for the community community services,community neighborhood committees responsible for community administration,both in the community management in a reasonable division of labor,harmonious co-governance.In the implementation of the separation mode of government affairs,this paper proposes to proceed from four aspects:top-down planning guidance,legal protection system,street level service plan,social organization capacity building.
