Research On Government Risk Management Of BOT Projects

Government risk management refers to the management of public services and public goods by the government in the use of risk management to reduce government risk and improve the efficiency and quality of public administration.The implementation of risk management in government is not only the demand to improve the public satisfaction,but also the internal demand to improve the self-construction to avoid the government risk.Social management is one of the main functions of government.With the development of society and the complexity of risks,risk management plays an increasingly important role in modern social governance.The concept of risk management has long been explicitly stated in western countries and has elevated risk management to national and governmental levels.BOT mode is a public-private partnership to develop a common modes of the construction of public infrastructure projects,since its introduction in the 1980 s,of infrastructure construction in our country,especially in power plants,highways,water supply,sewage treatment,and other areas of the public utilities has made a great contribution.BOT model involving various subjects,project investment amount is large,construction operation cycle is long,the complicated relation between main body,the project of the risk of various risk factors and risk into event probability is large,for the loss caused by the public,to the government's image may cause different degrees of damage.This paper from the perspective of the government,combined with the practice of BOT project cases,by investigating cases,analyzing the reason of success and failure cases for BOT project risk identification of government classification evaluation,based on this,puts forward the choice of effective risk management decision,on the effect of risk management and risk monitoring,in order to help the government to evade and control risk,ensure the smooth operation of BOT project.In this paper,through literature review,case analysis and field research,this papermakes a summary of the current situation of government risk management in BOT project.Analyze the problems and causes of government risk management in BOT project.Scientific management methods at home and abroad for reference,put forward to strengthen and improve the risk management of BOT projects in our country government,these are for the future to strengthen and perfect our country the government risk management has certain reference significance.There are three main innovations in this study are: first,standing in the perspective of new public management problem,repositioning the role of the government,combined with qualitative and quantitative research methods,analyze the instance of BOT project is the government risk management problems;Secondly,this thesis is a reference to a large number of domestic and foreign advanced management examples,and introduce some scientific and modern management concepts and means to the practice of government risk management in China;Third,this paper takes the concept of project risk management,risk management applied to government,analysis of government in BOT project risk,and puts forward some Suggestions of perfecting government BOT project risk management.
