The Regulations on Personnel Management in Public Institutions suggest that,it is significant to establish a contingent of high-quality personnel in public institutions and establish a personnel management system with the characteristics of public institutions and the laws governing the growth of qualified personnel for promoting the development of public services in our country.As an important part of personnel management system,the establishment of incentive mechanism is significant to every employee in the institution.This paper mainly focuses on the core issue of "How to incentivize Employees in H Institutions in Tianjin City".Based on the two-factor theory,the new public management theory and the fair theory,The object of study for the employees in H institutions in the editor.Firstly,through the design of the questionnaire about the incentive status of employees,the current motivation status and motivation demand of employees in H institution are analyzed.Logistic regression model is used to find the significant variables that affect the unsatisfied employees,including age,rank factor,leadership acceptance,salary satisfaction,Working conditions comfort,performance appraisal rationality,the possibility of promotion,and based on the indicators of significant variables in H institutions employees motivate the main problems.Secondly,the reason analysis of employee motivation problems is mainly reflected in the two aspects of health factors and motivation factors.Among them,the factors of health care are,the unreasonable salary system,the improvement of working conditions and the lack of training system;the motivation aspects of factors are,the status of respect and incentive to be optimized,the performance appraisal standards set unreasonable,promotion mechanism standard unscientific.Finally,improving and perfecting the existing problems of employee motivation include two aspects,improvement of health care and elimination of negative emotions of employees;consolidation of motivation and stimulation of staff enthusiasm,we should also notice the following questions in the process of improving and perfecting staff motivation mechanism,clarifying the purpose of staff motivation in institutions,following the basic principles of staff motivation in institutions the difference.
