| In recent years, the development of special education has been accelerated, our country has pay more attention on quality improvement than quantity. Despite for students with special education needs learning in regular class is the main form, special education school plays an irreplaceable role in the whole education system. School for the deaf and the blind and the mentally retarded school and comprehensive school are the main forms of special education schools. Quality assessment is the way to enhance the quality of school education, to guarantee the educational quality of children with special needs. There are many problems in special educational quality in our country, lacking of independent standard index system is one of the problems. To effectively promote evaluation of special education in China,we will research from the following aspects.Firstly, analyzing the theory background, analyzing the development of assessment theory of education, we will conclude the influence on the quality evaluation of special education and build a theory basis for the index system of special education quality evaluation.Secondly, solve the problem of why building. By referring to literatures, understanding and analyzing the reality of problems about quality evaluation of special education. Our country exists some dilemmas: Misunderstanding on the function of special education schools; identity crisis of Special education teaching quality; lack of independent special education teaching quality evaluation system; low participation of stakeholders in the assessment process; evaluation index system lacks of flexibility; it is difficult to play an effective role for assessment.Thirdly, solve the problem of how to construct. Using the method of case study. Based on Value-added theory, Outcome based Education, Student input theory, aims to build the deaf school’s education quality evaluation index system which sees students’ needs and development as the core. By using questionnaire method to collect data, by using SPSS20.0 and AHP to assign the index value.Finally, solve the problem of how to ensure the assessment. Exploring effective strategies to improve special education teaching quality assessment: Establish value-added educational quality evaluation system, realizes the dynamic tracking; Enhance the quality of assessment personnel, protection of third parties; Enrich the teaching quality assessment, standardized quality assessment procedures; Improve the accountability mechanism, play a dual role of assessing accountability and results-oriented. |
