The strategic objectives in The Outline of National Medium- and Long-term Plan for Educational Reform and Development(2010-2020) are "to basically realize educational informationization, to basically form a learning society, and to enter into the ranks of powerful nation with human resources", from which we can see the national resolution to speed up the construction of educational informationization. "Students' ability to learn actively, automatically by means of IT be encouraged and their ability to analyze and resolve questions be strengthened; heuristic, inquiry-based, discussion-based and participative teaching be advocated to help students learn how to learn; individualized quality education be emphasized, students' characteristics and differences be cared for, and the potentials of every student be developed.""In order to speed up the progress of educational informationization, to promote the co-construction and sharing of educational resources and to integrate IT into the whole educational process, governments and relevant educational departments should build a system of educational informationization that is adapted to the development of national educational modernization, aiming to improving educational quality, realizing educational fairness and constructing a learning society."Therefore, according to the practical situation and based on Shaanxi Pilot Project of E-schoolbag, this research made a deep and systematic study on a series of problems of classroom activities in the pilot schools. With a breakthrough in Affiliated Primary School to Shaanxi Normal University, this research investigated the current situation of e-schoolbag application in lower grades of primary schools, focusing on the cultivation of their information quality. Through a great deal of data retrieval, questionnaire survey, classroom observation, interviews on teachers and students, professional conferences and experience exchange with frontline teachers, the author concluded the problems in e-schoolbag application and put forward a series of countermeasures. This research might as well offer some significant suggestions and references for e-schoolbag application and sustainable development in other cities and/or regions.
