The head teacher,as the direct manager as well as the first person in charge of class,is the key and core to improve class management,meanwhile,teacher competency level is directly related to the quality of school education and the development of students.Based on applying the theory of competency model in field of management to education and reading a large number of domestic and foreign literature on teacher competency,this paper attempted to analyze,summarize and conclude the competency items combined with requirements and responsibilities to head teachers in two files,School class teacher work rules and The standard of professional teachers,and summarized 66 primary school head teachers competency projects.Besides,Taking the competency iceberg model as a base and dividing the 66 projects into four dimensions(knowledge dimension,capacity dimension,personality dimension and achievement motivation dimension),on the basis of which a primary school teacher competency assessment questionnaire was made,and granted a total of 182 questionnaires in 5 representative schools after the querying information and consulting the views of teachers with considering the teaching quality of the Shanghai school.Through the data analysis of the questionnaires and collation,finally,this paper has determined the primary school teacher competency model structure,whose structure is composed of a total of four dimensions of 22 items includes knowledge(knowledge in management,knowledge in education and knowledge in psychology),ability(organizational ability,communication ability,teaching ability,psychology tutoring ability,praise and criticism ability,self reflection ability and expression ability),achievement motivation(patience,love,responsibility,tolerance,observation,emotional stability),personal characteristics(lifelong learning,educational beliefs,professional,enterprising,self-improvement consciousness).According to the primary school teacher competency model framework structure,the initial questionnaire on primary school teacher competency has made and started a survey in advance in the form of 46 questionnaires were issued online.The original questionnaire has revised for the head teacher self-evaluation of primary school teacher competency questionnaire and teacher assessment of teacher competency questionnaire through the questionnaire data analysis and experts' opinions and suggestions to delete duplicate,unclear and no significant subjects,And the questionnaire was carried out on the case of teacher competence status of the implementation of the survey.At the same time,this paper drew a conclusion on the case of interviews and observation of the senior leadership,outstanding head teachers and teachers : on the one hand,the individual case of school teacher competency indicated the whole situation is better,especially knowledge and competence characteristics;on the other hand,the school music teacher achievement motivation is weaker and happiness is lower with lacking of awareness of self consciousness and reflection on development.The excellent head teacher has stable emotions and positive and optimistic enough to have strong abilities of communication and negotiation with love and patience.To solve these above problems,this paper gave the ways and methods to enhance teacher competency.First,a school should be based on primary school teacher competency elements of teacher selection,evaluation and reward to build teacher training platform;Then head teachers should strengthen their professional theory learning,growth in self reflection in order to improve the keen sense of beauty.
