With the rapid propulsion of urbanization process,children of migrant workers that enter the city has being increase,our country's rural population gradually reduced and the number of rural school-age children decreased greatly.In order to optimize education resources and improve the quality of education,our country implemented the adjustment of school's layout that a large number of kindergartens,primary schools and secondary schools have being merging in the late nineties of the twentieth century.Most of the small-scale kindergartens who survived in merging has fall into the plight of the development.Their source of students has declined,the equipment is backward,the teachers are shortage,and the quality of education is very low.However,the large public campus is full of students and it's hard to find places.On the one hand,the large-scale high-quality public kindergartens can not meet people's basic needs,on the other hand,with the process of urbanization,the children of migrant workers and low income groups have influx largely,So there are a variety of security risks of undocumented kindergartens and private classes.Currently,"the two child" policy has being published,pre-school education resources to achieve balanced quality configuration will face severe adjustment.Under the background of urbanization,the existence of small-scale kindergartens has reality,necessity and rationality,and its development status and future trend are worthy of attention and research.It is great significance that promote the healthy development of the existing small-scale public kindergartens to realize the public welfare and inclusive nature of pre-school education development.In this paper,we study the theory of small-scale kindergartens in various countries from the perspective of literature,then combined with pedagogy,psychology and other scientific theory,follow the research spirit of seeking truth from facts and conform to the actual development,we sort out the relevant research results and define the standard,function and development of the small-scale kindergarten from the theoretical level.This paper expounds the relationship between the process of urbanization and the development of small-scale kindergartens,then reveals the tortuous process and the practical difficulties about the development of small-scale kindergartens.Urbanization provides the basis for the development of kindergarten,that prompting the government and administrative departments concerned in the education investment and management of small-scale kindergartens.Just depending on public kindergartens is difficult to meet the modern parents diversified demand for pre-school education,yet unable to achieve full acceptance that migrant workers,double-career family and other special groups,but the small-scale kindergartens has these advantages.Therefore,the small-scale kindergarten is the inevitable choice of the process of urbanization.This paper elaborated the classification of small-scale kindergartens and value,affirmed their advantages of "small but excellent,nearby,flexible resource development",and it has economic value.education value and social fair value.This paper takes X kindergarten in Danyang Jiangsu as a case,combined with the living place's interview and questionnaire analysis,conducts an empirical investigation and analysis about the development trajectory of the city's kindergartens and the situation of X kindergarten.And we research the existence problems and future trend of small-scale kindergartens from different angles.Then we have re-recognition about the development of small-scale kindergarten,that is need to keep pace with the times and take the road of characteristic development.This paper summarizes the influencing factors of small-scale kindergarten's development and proposed pertinent suggestions to the main units,such as the government,administrative organs,the management of the community and the family.And put forward the corresponding development strategies from two aspects:the supporting of external conditions and the promotion of endogenous development.
