Study On The Leading Industry Transformation Of Helong City

Since the establishment of new China,under the planned economy system,some cities have developed rapidly on the basis of the high strength development of resources,resources play a vital roler in these cities.Due to the limited resources of forest,mineral resources and so on,according to the degree of resource exploitation,the resource-based cities often have to experience the formative period,growth period,mature period,stable period and declining period.Since 1990s,the resource-based cities gradually showing slow economic growth,rising unemployment and the deterioration of environment,economy,society problems and predicament of the industrial transformation.So resource-based cities must update concept,adjust the industrial structure,speed up the leading industry transformation to achieve sustainable and healthy development.According to the classification of resource-based cities in our country,Helong is one of the forest resource city,has the rich forest and mineral resources,its leading industries are mainly wood industry and mining industry.The main problem is the rough processing of resources,short industrial chain and single structure,it is difficult to form a cluster effect.With the introduction of the State Forestry Administration in 2015 on the natural forest commercial harvesting to stop of the relevant policies and the impact of domestic and foreign metal mineral products market,Helong city into the leading industry transition period.In this paper,we will analysis the leading industry transformation of Helong.First of all,the paper summarizes the related literature at home and abroad,determines the research idea,method and main content.Secondly,discusses the theoretical basis and the experience ofleading industry transformation.By learning from the successful experience of Daqing and Fuxin leading industry transformation,laying the foundations for Helong industrial transformation.Then,from the general situation of Helong,leading industry evolution,the development of leading industry to analysis of the characteristics of Helong city leading industry development.Again,the paper discusses the advantages of Helong leading industry transformation,the ideas of Helong leading industry transformation,the establishment of new leading industry.In the empirical analysis of new leading industries choices,establishing index system,and according to the index system to establish model,then using the method of quantitative analysis.In the end of this paper will point out four aspects of countermeasures for the development of new leading industries in Helong City:(1)to improve industrial concentration,to promote industrial cluster;(2)to strengthen the construction of border industrial park;(3)focus on promoting the development of high-additional-value industries;(4)gradually promote the extension of the industrial chain.
