For a long time,China's traditional commercial banks have played an important role in the financial market,and play an important role in the development of China's economy.However,with the globalization and market intensifies,financial openness is more and more high,with advanced management level and financial advantages of large scale of foreign banks into the market,the local commercial banks are developing very fast,in the face of such threats,through reforms to improve the core competence is the key to the current development of China's commercial banks.This,the most important of which is to construct a set of scientific and reasonable performance evaluation system.The balanced scorecard can be both financial and non-financial factors,respectively,from the financial,customer,internal processes,employee learning and growth in four dimensions of analysis,objective indicators and subjective factors actively seek long-term goals and short-term goals,the balance of financial indicators and non-financial indicators of the balance,the balance.To enhance the competitiveness of banks have an important role.This paper analyzes the theory of Balanced Scorecard,and compares it with the traditional performance management theory.Find out the shortcomings of traditional methods,and then try to introduce the Balanced Scorecard as a more scientific and efficient method to the performance management system of commercial banks.In this paper,the Agricultural Bank of China Shijiazhuang B branch as the research object,the B branch are introduced,analysis of the lack of performance of the existing methods of B branch,and then put forward the importance of introducing the B branch of the Balanced Scorecard in the evaluation system.Secondly,this paper analyzes the external environment of the development of B branch,and concludes the feasibility of introducing the Balanced Scorecard as an evaluation tool of B branch.Finally,from the financial,customer,internal processes,staff learning and growth of the four dimensions,the key indicators of performance appraisal.Including the selection,interpretation and design,through the Delphi method and questionnaire method to rank the importance of the relevant indicators,using AHP software to calculate the weight of each index,construct the most suitable B branch performance evaluation system based on balanced scorecard.Finally,through the case analysis to verify the Balanced Scorecard in the performance evaluation of commercial banks is feasible,select the B branch in 2016 index compared with the related index of the previous three years,and calculate the total score,the test run and comment on analysis of the new assessment,provide a reference for the future development of B branch,also the B branch should pay attention to what the problem and should take safeguard measures in implementing the balanced scorecard.
